That explanation of Troia makes a lot of sense. And I was being a little disingenuous in only showing the pieces that made me facepalm, as opposed to the old lady chancellor who isn't so bad.
I see that on the 16-bit Rosa. Sad thing is that before I played the game, I saw that "Rosa bound" sprite and was pleased because I thought it was "Rosa carrying a stack of books." OOPS.
