I didn't work out the details of how/when Yuna jr and Lulu started communicating, but I had the vague idea that it happened during Lulu's last "close encounter" when she swung by the house to see how Rikku was doing during Etta's birth.
During that same visit, Lulu also zapped Wakka by accident when she got too close. I guess he was pacing around outside burning off nervous energy or watching the kids, leaving Rikku with the midwife for a bit (he was probably driving both of them bonkers worrying).
Once Lulu and Yuna made that first contact, they were sometimes able to reach one another in Yuna's dreams even when farther apart. But for the most part I think Lulu needs to be somewhat nearby, which she hasn't risked doing since she started losing control.
I've never been entirely sure whether Tidus actually had "the toxin" or whether it was his dream-bond with his father letting them communicate when close. Other victims of the toxin tend to have amnesia or personality changes, whereas Tidus didn't. But maybe the church uses "the toxin" as a catch-all for "encountered Sin and is now saying things that make no sense to us; obviously their brain's been addled."

Apparently Auron, who is not a dream, can sometimes communicate with Jecht when they're in close proximity. So I was basing Yuna's bond with Lulu on that. I'm not sure whether or not that type of communication is simply a result of close proximity between sympathetic spirits, or whether "the toxin" that addles ordinary Yevonites -- their dogma-stiffened minds aren't equipped to cope with the imagery/feelings Sin throws at them -- forms a psychic bridge between the minds/spirits of sympathetic souls and Sin.
