I've sorta always thought, after playing CC, that not only were they actors but they work for the science department in Shin-ra to document the Sephiroth Clones to see if there were any changes for the upcoming reunion. Like when Zack punched a scientist guy out when he popped out of the glass tube after 4 years of further experimentation.
