Barrett has some hellacious survivor guilt goin' on over Corel, and so do all the other villagers. He's willing to take the scapegoating, and all the Corelites, glad to forget their complicity, are eager to ladle it on. He's also not entirely sane about his life path, and spends a lot of time in metaphorical Egypt.
Really, I think the sanest people in FF7 are Tifa and Nanaki.
