Oh, I'd forgotten that Tifa really couldn't know if he was there at all, since he didn't show his face until she was badly injured -- she could have imagined it!
The soppy romantic side of me thinks it's very sad that he told her -- back at the beginning of his game -- that he couldn't keep his promise, when she was partly fishing to see if he HAD, or whether she'd only imagined it.
